ITEM:  Correspondence and Reports

All Commission members should have received the South Windsor Plan of Conservation and Development.

A letter from C L & P was received.  They will be hand clearing and spraying near the power lines from Barber Hill Road to Niederwerfer Road.  This process should begin this spring or summer.

ITEM:  Conservation Commission

Jeff stated that he had a meeting with DEP concerning the Skinner property, whcih abuts the Wildlife Sanctuary.  The property is about 60 acres and was purchased in late 1970’s.  There is a 5-acre agricultural field along Barber Hill Road, which has been used for farming since it was purchased.  It was the understanding that the DEP would be handling the lease arrangements for this field.  A farmer, who was interested in leasing the field, was sent to DEP to discuss this matter with them.  It was discovered that money has not been collected for 20 years. The property will be discussed further and when decisions are made on this area, the IWA/CC will be informed.

ITEM:  Wetland Officers Report

There is a piece of property at 1540 Main Street that had received wetland approval in 1995 for a 600’ long driveway.  The driveway was approved with a width of 9’, but after review from the Fire Marshal, it was discovered that the driveway width requirement is 12’.  There is a new property owner at this location, and they will be coming to the Commission for an application modification.

The IWA/CC Christmas party will be held on Wednesday, January 15, 2003 at 6:00 p.m. at Calamari’s.

ITEM:  Application Received

Appl. #03-01W – Charbonneau Site

Motion to:      hold a public hearing on February 5, 2003 due to potential significant impact to the wetlands and public interest on appl. #03-01P – Charbonneau Site – Sandra Drive – Inland Wetland/Conservation Commission application for the construction of a 20,400 sq. ft. industrial building, parking, stormwater structures and associated improvements on property located westerly of Sandra Drive, I, Industrial zone.

ITEM:  Old Business

Fine Ordinance

Suggested changes need to be made to the Fine Ordinance.  A copy shall be given to Attorney Barry Guliano.  The liaison of the Commission will be contacted in order to have this issued placed on to the Town Council agenda.

ITEM:  Public Hearing

Appl. #02-59P – Expo Design Center

Chairperson Warren stated that new information had just been received and therefore in order to give everyone enough time to review the material, the public hearing will remain open.

Attorney Jane Warren from Cummings & Lanza came before the Commission.  She told the Commission that they would be ready for the next meeting.

Attorney John King, from Updike, Kelly and Spellacy, P.C., who is the Intervenor, explained that they have a six-phase proposal.  Materials will be passed out tonight.


The Commission, Applicant and Intervenor discussed whether items should be discussed at the present time.  It was the general consensus that all parties
review the new information received and hold discussions at the next scheduled meeting.

Chairperson Warren stated that this application would be continued to the January 22, 2003 meeting.

ITEM:  New Business

General Site Plan Discussion – Evergreen Walk Project, Buckland Road

At the applicant’s request, the general site plan discussion has been postponed until the next scheduled meeting.
